(Department of Environment Circular 8/93) Awards of Costs Incurred in Planning and Other (Including Compulsory Purchase Order) Proceedings.

Parties to appeal or other proceedings are normally expected to meet their own expenses. The National Assembly or Planning Inspector may make an award for costs where one party has behaved 'unreasonably' and has caused another party to incur unnecessary or wasted expense.

This Circular sets out the general policy and principles for deciding on costs awards and making applications for awards in a wide range of cases. The focus is on planning and enforcement appeals.
