High Hedge AppealsPart eight of the Anti-Social Behaviour Act 2003 gives Councils the power to make decisions and issue remedial orders and to deal with complaints about high hedges that have an adverse effect on a neighbour's enjoyment of his or her property. Section 71 of the Act gives people who are unhappy with a Council decision a right of appeal to The National Assembly. The Act is available at larger public libraries. You can also find it on the internet at: http://www.legislation.hmso.gov.uk Appeals can be made if a remedial notice is issued, if such a notice is withdrawn, or if the requirements of such a notice are relaxed or waived. There are also come circumstances under which a complainant may appeal if the Council has made a decision otherwise than in his or her favour.
